REMINDER: Planning and Building Standards systems upgrade 8-12 August

Next week an upgrade of Planning and Building Standards systems is planned from Monday 8 August – Friday 12 August.

The means the Planning and Building Standards Portal will be unavailable during this time.

The weekly list of planning applications will not be issued on the week beginning Monday 8 August and you will be unable to view and comment on applications.

Relevant applications will have additional time added for comments to be made to take account of the downtime.

A temporary webpage is now in place and has the planning documents for the Local Review Body and the Development Management Sub Committee, both on Wednesday 10 August;

During this time, you will be unable to view enforcement cases or the enforcement register.  Enforcement enquires can still be made using the online form.

Planning and building warrant applications can continue to be submitted online through eDevelopment.

Weekly List Interactive Map

We have written previously about the need to publicise applications and decisions made online, due to Covid -19 restrictions preventing us from using our usual way of advertising.

We have already been publishing our weekly lists online here, but we are now trialling a new tool to show this weekly list of new applications and decisions in the form of an interactive GIS map. We hope this will be a way to view the list of applications in a way that gives a better, user-friendly and visually interesting overview.

Using the Map

Click here to go to the Weekly List Map, and the screen should show a map of the city as below:

The map shows all application and decisions advertised in the weekly list, with red dots showing where new applications have been made and blue dots showing where we have made a decision. You can use the ‘find address or place’ bar to go to a valid location or address when typed in.

If you zoom into the map, further detail is provided and the dots become shapes which show the boundary of each application:

Clicking on each dot or shape, and then on the arrow that pops up will show more detail about each application including a link to the application page on the planning portal:

This map will be updated weekly along with the weekly list. It will be trialled initially for six weeks to see how well it is used and how useful people find it. Planning and Building Standards Service COVID -19 Update (29 April 2020)

Following on from our last update, we have a number of further service changes as we continue to adapt the planning service to the COVID -19 situation.

Site Notices and Weekly List

We have now begun the online publication of applications, following the restrictions on physically displaying site notices. We will display the planning application Weekly Lists and all Site Notices weekly on a new page on the website, and this will be updated every week.

Development Management Sub-Committee

The Leadership Advisory Panel has agreed to reinstate the Development Management Sub-Committee. We are working on how to do this through video conferencing, with the aim to hold the first reinstated Development Management Sub-committee on 20 May 2020.

Local Review Body

Following the Coronavirus (Scotland) Act 2020 coming into force, the Regulations affecting Planning have been amended. This includes the Regulations governing the Local Review Body (LRB), which as of 24 April 2020, for a temporary period, is no longer required to take place in public. Once the Development Management Sub-Committee has been established it is hoped to roll this format out for the Local Review Body.

We are still accepting online Review submissions. Please note that, as staff are homeworking, we cannot accept paper copies of Reviews, supporting documents or representations at this current time. Scottish Government has not given any powers to extend the period for submission of appeals, so if you intend to submit a Review please ensure it is within time.

City Plan 2030 and City Mobility Plan

Finally, we are still receiving submissions on Choices for City Plan 2030 and the City Mobility Plan until 5pm tomorrow, to allow people to give their views on two important plans that will shape how we live and work in the city in future.

Please submit your comments through the consultation hub by 30 April 2020 at 5pm.
